about the assumptions of the plan?
The Water Availability Model WAM developed by the TNRCC was used to determine
the minimum annual diversion during the drought of record for each permit
within the San Antonio and Guadalupe River Basins. The quantities of supply for these permits were placed in
the appropriate river basin portion of each county by the permit’s use
category.

The Guadalupe River has been thoroughly
scrutinized on account of its dependence
on the supply originating in the Edwards Aquifer, during droughts. The plan includes “regional”
re-circulation of the water near the mouth of the river, to be pumped back
to the Edwards area.

The San Antonio River Basin
includes the Medina River, the Medina Lake System, and Braunig and
Calaveras Lakes owned by the City of San Antonio City Public Service.

There are 31,794 acft Run-of-River rights
downstream of the Medina Lake
System, including rights upstream of USGS gage Medina River at San Antonio
(#08181500). The lakes are owned
by the Bexar-Medina-Atascosa
Counties Water Control and Improvement District No. 1.
