each county and for each city of population
greater than 500 people, there is a
recommended 50-year strategy to meet needs.
Strategies are also recommended
to meet the rural (residential) municipal projected shortages. See management
id, management strategy (cont), Table ES-3.

This guide leads you
to locate the information in Section 4, but it does not provide it because the files size is too large. In each river basin, for each county,
and for each city and for the rural area within each county, the Texas
Water Development Board has determined the loss in gross business, school
enrollment, population and personal income if the water needs were not to
be met.

These
are the population numbers on which
the plan is based. The water demand numbers were initially
provided by the TWDB, and were updated with input from some counties and
cities that chose to revise their numbers.

the description of the region. The plan
numbers and distribution by county are available in the regional water plan
summary.

The water supply is
tabulated for each county, by river basin and by aquifer. There is a comparison between water supply
available and the water demand projections. The difference is either surplus
or need (shortage).

This is a sample county. There is the same kind of information for Bexar and Comal
counties. For all the counties and
for all user group categories, the plan defines population/water demand
projections, surplus/shortages, and water management strategies to meet the
needs. The keyword is water user group (WUG), it
encompasses municipalities, rural users, mining, steam electric,
irrigation, etc.
