The Regional Water Plan for Region L consists of three
volumes. The first volume
contains the executive summary and sections 1 though 7, plus
appendices. The second volume
contains the alternative regional plans considered in the development of
the plan. The third volume
includes all the options analyzed and evaluated for inclusion in the
regional water plan.

The
drought of 1996 and its impact motivated the Texas Legislature to approve
Senate Bill 1 SB1 which mandates that the State of Texas water plan be
developed from the ground up, by 16 regional water planning groups with
members appointed by the Texas Water Development Board. Region L is the South Central Texas
Region.

The
authors of the Regional Water Plan for Region L are the members of the
South Central Texas Regional Water Planning Group SCTRWPG, assisted by
consultants. The members represent
the 20+ counties in the region, and the following interests: river authorities, municipalities,
water districts, industry, water utilities, small business, counties,
public, etc.

From 1998 to January of 2001, members attended numerous
meetings to study the data, to evaluate water management options, and to
define and refine the plan.

SCTRWPG
meetings open to the public took place at the San Antonio River Authority
in San Antonio and in cities throughout the region. The mandated public
meetings also took place in Bexar County and in other counties of the
region.

The
stages of the planning process were mandated by the Texas Water
Development Board but the regional planning group had wide latitude as to
the process to arrive at decisions.
The SCTRWPG chose to make decisions by consensus. With the assistance of a facilitator,
difficult issues were discussed and difficult decisions were arrived at.
